The youngster was crowned with the prestigious title after a successful meet at the Australian Age group Diving Championships at the weekend.
Rowley was up against Australia's best at the Melbourne Sports and Aquatic Centre.
The event took place after the Commonwealth Games Diving selection trials.
It was the fourth time the 12-year-old had competed at the Age titles.
At the championships she competed in the one metre, three metre and platform categories.
Rowley also teamed-up with Xavier Bartolo in the three metre synchro event.
She won medals in each event, a gold in the three metre and two bronzes in the platform and one metre.
Diving coach Heather Tyter said she was proud of Rowley's achievements.
"It is awesome," she said.
"She continues to dive beautifully and consistently.
"She beat divers from Western Australia, Queensland, South Australia and New South Wales.
"She could not believe she had won Diver of the Year.
"She was over the moon."
Tyter said it was the first time in a long time Bendigo had produced such a talented diver.
"She has got great temperament," she said.
"She is a very humble person.
"She has a huge heart, she always helps others.
"She just takes everything in her stride."
The title is now added to a long list of achievements including being named the junior captain of the Victorian Schools Diving team at the Australian Schools Championships in Adelaide last year.
Tyter said her next event would be a schools competition in Melbourne on April 28.
"Abby (Rowley) is a very competitive person so she will want to win that competition," she said.
