Stewart received the honour at the Bowls Australia Awards night held in Burnie on Saturday.
The 18-year-old had a sensational 2013 year in which she made her mark in both senior and junior competitions.
In the junior ranks her 2013 year got off to a flying start when she won the under-18 female singles at the Australian Open.
Stewart followed that up with a runner-up finish at the junior Golden Nugget tournament in Tweed Heads.
She also claimed silver medals in the girls singles and pairs at the Australian Under-18 Championships in Western Australia.
Her year also included a stunning double when she won both the Bowls Victoria under-18 singles and open singles titles.
Meanwhile, earlier on Saturday, Stewart was runner-up in the women's singles final at the Australian Super Six Series event.
Stewart was defeated 21-15 by New South Wales' Kelsey Cottrell in the final.
In the Super Six Series men's triples, former Bendigo bowler Aaron Wilson helped Victoria to the gold medal.
The Victorian team of Wilson, Barrie Lester and Brett Foley defeated Tasmania 16-12 in the championship match.
There was also gold medal success for ex-Bendigo East and Strathfieldsaye bowler Peter Loe, who teamed with Matthew Flapper to win the men's pairs title.
