The Coalition government announced this week it would provide free tram travel within the Melbourne CBD and Docklands.

Opposition leader Daniel Andrews on Wednesday said money for the proposal would be in the state budget and Labor would not scrap the plan if it won office.

However Ms Allan has said the government should prioritise regional transport. 

Mr Ryan said Ms Allan's comments sent mixed messages to residents. 

“The member for Bendigo East is trying to give the impression to the people of Bendigo that Labor is opposed to this plan, which Labor actually supports," he said. 

Mr Ryan said Labor barracked for the initiative in Burwood while criticising it in Bendigo.

“The contempt shown by the member for Bendigo East and Labor to the voters of Bendigo and regional Victoria will not be lost on them," he said.

However Ms Allan said she wasn't critical of the public transport announcement but would stand up for regional needs at all costs. 

"We've seen a succession of transport announcements made by Denis Napthine and Peter Ryan whether it's the $8 billion East-West tunnel, a $2.5 billion announcement for rail corridors in the south-eastern suburbs and the latest announcement this week," she said. 

"All of which provide very little benefit to regional Victoria. 

"We know our roads are crumbling and the government has slashed the road maintenance budget in rural roads and our regional rail services.

"I remain very concerned that Denis Napthine doesn't get it when it comes to delivering regional projects." 

Full-fare commuters travelling from zone 2 into zone 1 now fork out $6.06, while those living within zone 1 pay $3.58 for a two-hour journey. A daily ticket costs Melburnians travelling in zones 1 and 2 $12.12, nearly $5 more than a commuter living in inner Melbourne.

Zone 2 commuters on a concession ticket also pay nearly double that of their inner-suburbs counterparts.
