Fitzgerald's first clearance application from Essendon District Football League club Strathmore lodged earlier this month was denied.
"It's not over the line yet... there's a few little things we're going through to get the clearance," Gisborne coach Rod Sharp said on Wednesday.
"It might take a couple of weeks to get resolved, or it might take a month to get sorted out. We're confident it will get resolved, it's just a matter of when."
Fitzgerald was one of the stars of the BFL during his previous stints with Gisborne.
The elite rover won Michelsen medals in 2003 and 2007, is a three-time Bulldogs' premiership player and was selected in the BFL's 2000-09 Team of the Decade.
He won the Nalder Medal for best on ground in Gisborne's 2003 grand final win over Eaglehawk.
Fitzgerald, who was overseas last year, last played at Gisborne in 2008.
