RESIDENTS at Regent Park Estate say the developer has failed to deliver on promises at the site.

Colin Cartledge said Tony Knox of Ella Pty Ltd had given potential buyers documents showing a playground and park would be built at the site.
He said some residents had waited eight years for the playground to be built and were “up in arms about it”.
“We’re still waiting for the park,” he said.
“Some people have been here for eight years and the park is still fenced off.
“It’s just a path with grass seed.”
Nearby resident Karyn Osborne said the playground had been mentioned in advertising brochures and on the developer’s website, but was not in any covenants.
“We had a block for a few years before we built,” she said.
“We were told there would be a play area and recreation area where our kids could play.
“We’ve built the house and we’ve been here for a year now but we haven’t seen any signs of further development in that area.
“We’ve got three children in primary school now and by the time they get around to getting it done they’ll probably be in high school.”
City of Greater Bendigo director presentation and assets Darren Fuzzard said a planning permit had been issued in 2001.
“That’s why there’s a bit of frustration; it was quite some time ago,” he said.
“The original requirement was for a grassed open space, then there were changes in 2011 that added in things like walking paths and shrubbery and the like.”
Mr Fuzzard said the developer had planted grass which had failed to grow, and would replant next month. But he said there were no requirements for a playground to be installed in planning documents.
The developer did not respond to several emails requesting comment.
