After leading for most of the 5km race, Heislers was overtaken in the last 10 metres by Gliesner.
A field of 18 contested the 5km race at the La Trobe University Bendigo athletics complex in Flora Hill.
Heislers, 15, ran an outstanding 5000m to eclipse the long-standing record of 16:20.8 for under-16 athletes set by Scott Boxshall in 1989.
The Eaglehawk YMCA Athletics Club member crossed the line at LUBAC in 16:20.1.
Heislers set a new mark for the under-16 3km at last week's Australian Junior titles in Sydney.

Meanwhile, because of the Melbourne Track Classic there will be no Athletics Bendigo competition at LUBAC this Saturday afternoon.
