Cycling Australia announced the "long team" for the Glasgow Games on Thursday.
Contenders for the track endurance events include O'Shea and Alex Edmondson.
They teamed up to win gold in the teams pursuit at this month's world track cycling titles in Colombia.
O'Shea and Edmondson raced in last Sunday night's McCaig Airconditioning Daikin Bendigo International Madison.
Selectors also named Jack Bobridge, Luke Davison, Scott Law, Alex Morgan, Mitchell Mulhern, Miles Scotson and Scott Sunderland in the track endurance squad.
A dual winner of the women's madison in Bendigo, Isabella King from WA was named in the women's track endurance squad.
The Cyclones line-up includes world points score champion Amy Cure, Annette Edmondson, Melissa Hoskins and Rebecca Wiasak.
The sprint squad includes 10-time world champion Anna Meares.
Final nominations for the Commonwealth Games track team will be made in the first week of June.
The teams for the road and mountain bike events at the Games competitions will be announced in May or June.
