The Sandhurst defender has been a regular in state junior teams and made her Australian Netball League debut in 2013 for the Victorian Flames.
Victorian coach Kristy Keppich-Birrell said she expected Watson to play a key role for her side.
"Chloe leads by example and her on-court intercepts and team talk are highly valuable," she said.
"In her own skill set, she's developing the ability to change strategy within a quarter, rather than wait for the breaks, and that's the next step towards becoming an international athlete."
Keppich-Birrell said the Australian 21-and-under squad would be announced at the end of the carnival and Watson was a contender for selection, even though she was still a bottom-age player.
The Vics head to Adelaide on Monday to prepare for their opening-round match against Queensland on Tuesday.
