The 1600m classic honours Bendigo cycling great Frank McCaig, a brilliant performer on the road and track, and later key figure in the Bendigo International Madison carnival.
The McCaig family has been involved with the Bendigo Madison since its debut in 1972.
In a dramatic final, Pieters beat Japan's Minori Shinmura and Western Australia's Scott Sunderland on the Tom Flood Sports Centre track.
The first of the Frank McCaig Memorial Wheelrace heats was won by Alex Porter from Bendigo's Todd Schintler and then Adrian Hanson.
Pieters from heat two from madison team-mate and Bendigo young gun Sam Crome as Edward Bissaker fought on to be third.
Shinmura sprinted to victory in heat three ahead of Sam Lane and Adam Jackson.
