CITY of Greater Bendigo councillor Lisa Ruffell confirmed she is seeking legal advice following a recommendation that she make an apology to two fellow councillors.

A state government appointed Councillor Conduct Panel interviewed Cr Ruffell and councillors Elise Chapman and Helen Leach late last year after complaints were made about Cr Ruffell's handling of concerns made by Amicus.
Amicus wrote to Cr Ruffell with concerns about the councillors' attitudes during an event in Hargreaves Mall.
The report said an apology was necessary, but there was no requirement for it to be public.
During Wednesday night's council meeting, Cr Ruffell called for debate on the matter to be deferred as she was "seeking legal advice".
However the motion to defer councillor conduct debate was lost, with Cr James Williams saying the conditions should be accepted.
"We need to move on," he said.
In other council news, One Tree Hill Road will permanently close in a bid to improve safety in the area.
Councillors approved a proposal to close the road from the lookout car park to Mandurang Road, Spring Gully, following a three month trial closure.
Three submissions were made in support of the permanent closure, with two objections.
Emergency and service vehicles will still be able to access the road.
