Detective Senior Constable Glen Fisher from the Bendigo Crime Investigation Unit said witnesses had seen two male youths in the area about 7.40pm.
"They appeared to be throwing items into the bushland," Detective Senior Constable Fisher said.
"Moments later three separate fires developed.
"The males were seen running west toward Salomon Gully Flora Reserve."
He said witnesses described both youths as tall with thin builds.
One was wearing a baggy, white T-shirt and black pants and the other was wearing dark clothes.

UPDATE THURSDAY 8AM: Members of the arson squad are heading to Bendigo to investigate a suspicious fire.
Officers from Melbourne are expected to arrive on scene this morning.
Local police members are currently onsite.
Several fire crews responded to the incident, which was brought under control at about 8pm.
UPDATE 8.05PM: Crews have brought the fire in Bendigo Cemetery under control.
Several appliances have attended the scene to bring the grass and scrub fire under control.
Four police cars have also responded, however, they could not confirm reports of people seen running from the scene.
EARLIER: SEVERAL fire units are responding to a grass and scrub fire in Carpenter St, Bendigo.
The fire is believed to be within the Bendigo Cemetery.
Emergency services are on scene.
