Teams from across the state descended on the city for the tournament with games being played at the Epsom Huntly Reserve on Saturday.
The Bendigo Fighting Minors Rugby Club hosted the competition, which is an abbreviated form of rugby.
In the championship game Footscray was too good for their opponent, scoring a 28 to 5 win over the Southern District Pirates.
Shepparton took out the Plate Final after defeating Ballarat.
Melbourne University claimed the Bowl by beating the Melbourne Unicorns while the Melbourne Unicorns second team won the Shield by beating the Harlequins.
The Fighting Minors finished fourth in their group and in the 10th position overall after narrowly losing 12-10 to Mooroopna in the Consolation Final.
Both teams scored two tries however Mooroopna managed to convert one theirs while the Miners goal kickers were off target.
Bendigo try-scorers were Ale Lilva and Josephar Maiai.
Tournament director Alex Milson said he was delighted the tournament was a success.
"It demonstrated that Bendigo could successfully stage such an event," he said.
"We look forward to an even bigger 2015."
The Bendigo Fighting Minors will now play their first practice match on March 15.
