Racing for Drapac Pro Cycling, Norris finished the 39km showdown 17.4 seconds behind New Zealand's Joseph Cooper on the Nobby course.
Silver medallist was Tasmania's William Clarke at +14.3 seconds.
Bendigo's Darren Lapthorne, another of Drapac's stars, was 11th overall at 2:01.7 adrift of Cooper.
After a brilliant run which included the Best Young Rider in the Tour Down Under and Jayco Herald-Sun Tour, Bendigo's Jack Haig did not start in the under-23 men's time trial in Toowoomba.
Norris and Lapthorne raced for Drapac in the Jayco Herald-Sun Tour, and Haig starred for Avanti in his two tours.
The Oceania titles roll on Saturday when the under-19 and elite women's road races are contested.
Championships finale is on Sunday when cyclists vie for glory over 142km for the elite men's and under-23 men's titles.
