Bell scored 42 points to win the Harvey Norman-sponsored event at the course near Eaglehawk.
Runner-up was Arron Lightburn (11) on 40.
Third placegetter was Lucas Clark (5) 39 on a countback from Jordan Treacy (4) 39.
Next best were Mark Roberts (11) 38; Linton Parker (10) 37; Tahlia Holmberg (5) 35, on countback from James Rogers (3) 35; Kevin Lane (17) 34 on countback.
The non-handicap event was won by Levi Walker 92-72, on countback from Phill Booker 89-72, and then David Ruffell 92-75.
There were 43 amateurs, eight non-handicap amateurs and 49 PGA trainee professionals vying for honours.
The professionals played for a prize pool of $5000 largely donated by Bendigo businesses.
The professional event was won by Luke Hickman -3.
Joint runners-up on -2 were Theo Maroulakos, Josh Shaw, Ruben Laird, Adam Burdett, Dylan Higgins, and Luke Bleumink.
Neangar Park's Braiden Connor finnished in a tie for 9th at -1.
Luke Hickman took home a prize of $900, and a $800 watch donated by Ruffell Jewellers. Bell earned a watch from Ruffell Jewellers.
