The vehicle was travelling through Bridgewater to Sea Lake, from Ravenswood.
It was being escorted by VicRoads Transport Safety Services and broke a service line and to other cables on Tuesday about 9.30am.
A woman was taken to hospital after she touched a coffee machine in Bridgewater Bakehouse and received an electric shock.
A permit was in place for the load and the vehicle was measured, and met the height limits prior to the start of the trip.
A VicRoads spokesman said the investigation would continue.
About 8300 Powercor customers in towns near Charlton were affected.
