Mr Keating was flown to the Alfred Hospital at the weekend after sustaining head injuries in what has been described as a "horrible accident".
Mr Keating was riding Many Doves for veteran Bendigo trainer Allen Browell in race three at Kyneton on Saturday when he fell at the 300m mark.
A spokeswoman from the Alfred Hospital told the Bendigo Advertiser on Thursday Mr Keating was in a serious but stable condition.
Jockeys Association chief Des O'Keefe said doctors at Kyneton Hospital had decided Mr Keating needed treatment in Melbourne.
In a statement on Saturday O'Keefe said the outlook looked "promising".
"John Keating has had scans about his head injury," O'Keefe said.
"The results look really promising."
Racing Victoria Limited stewards have adjourned an inquiry into Keating's fall at a date yet to be fixed.
