Sergeant David O'Dea said the man, 28, allegedly entered a Domino's Pizza on Ogilvie Avenue about 9.40pm.
"He threatened a store owner and one staff member with a knife, and has stolen cash," he said.
Police arrested the man soon after midnight.
Police said he faced an out-of-sessions court hearing yesterday and will face court in Echuca today.
Senior Sergeant John Dalton said police were happy with the overall behaviour of the public on Australia Day.
