The new library introduces a new way of borrowing books and makes positive changes to the role of staff.
"Staff will be able to spend more time with people looking for books and less time checking books out," project director Marg Allan said.
Marg said the building was built to last many years of use.
Some elements of the old library were retained to reflect the sustainability of the building.
"When you're in the building you'll be able to see parts of the old building," she said.
After 16 months of on-site work the library is ready for new visitors.
City of Greater Bendigo mayor Barry Lyons said the library, worth $9.5 million, would be Greater Bendigo's most visited public facility.
"The new generation Bendigo Library is an excellent example of how the council is delivering high-quality and modern infrastructure and services for our community," he said.
