The government body said it would investigate whether key people involved in the event would be prosecuted.
Victoria Police and the Department of Environment and Primary Industries are also involved.
A Parks Victoria ranger described the scene of the illegal rave party as the worst environmental damage she had seen after more than 800 revellers welcomed in the New Year at Norris Bend on the Murray River.
She said it was illegal to host such a large event in an area patrolled by Parks Victoria without a permit.
However party-goers hit back at claims they had left the campsite in a mess and disrupted other campers.
Gunbower police alerted Parks Victoria to the party on December 31.
