Luke Wallis recorded the moment a tree branch fell across the Wimmera Highway about four kilometres from Marong on Friday night, just after 8pm.
The video shows two cars, driving about 70 metres apart, approaching the tree.
The first car passes the area safely before a branch detaches from the tree forcing the driver in the second car to come to a sudden stop.
Mr Wallis said a young family occupied the first car while the second vehicle held a woman and her child.
He said the branch would have caused serious damage if it had hit one of the cars.
"It definitely could of killed someone, if not, then seriously injured a person," he said.
"It was a big tree, lots of weight.
"The cars wouldn't have offered much protection.
"They are very lucky, very lucky."
Marong State Emergency Services arrived at the scene about 20 minutes after the incident occurred but the fallen debris had been cleared.
Marong SES volunteer Greg Cheyne said it was possible local farmers had cleared the tree.
Mr Cheyne said SES volunteers were kept busy last night.
"We were out for four to five hours," he said.
"It was a busy night."
