Lawyers acting for the council are expected to pursue the case in the coming weeks.
The council's acting chief executive Ian McLauchlan said there were "a range of charges" the farm's operator was due to face.
The site was raided on November 1 last year and 100 dogs were seized from wire cages. Many of the puppies required veterinary attention and were in a poor condition, physically and mentally.
The RSPCA said they were working in co-operation with the council to pursue the charges against the operator of the site.
