Bendigo Sergeant Tony Kekich said the first fire on Wesley Street was reported at 9.24pm, with the second fire called in at 11.56pm.
"We have witnesses who saw people on Wesley Street acting suspiciously around those times," he said
"Both fires occurred on a nature strip."
Police are asking anyone with information about the fires to contact the station on 5448 1300 or Crime Stoppers on 1800 333 000.
Meanwhile, a campaign asking the community to take action against arson was launched on Friday.
Police, Emergency Services and Bushfire Response Minister Edward O’Donohue said the Crime Stoppers Bushfire Arson Campaign arose from the final report of the 2009 Victorian Bushfire Royal Commission.
"The report called for a comprehensive, co-ordinated statewide approach to arson prevention," he said.
"In some cases, members of the public are aware of a piece of crucial information that can help solve crimes.
"The seriousness of bushfire arson crime cannot be understated and Victoria has some of the toughest penalties in Australia for bushfire-related offences, including imprisonment for up to 25 years."
Victoria Police crime statistics indicate that there were 55 offences of intentionally causing a bushfire in 2012-13, up from 32 offences the previous year.
