Dempster went into Sunday's final round at Williamstown holding a one-point lead to Brenton Jones.
The street duel at Williamstown was won by Caleb Ewan ahead of Jones and Dempster.
Series standings were Jones, Dempster and Ewan.
The four-round criterium series, which included two rounds at Geelong and another at Portarlington was a key lead-up for many to this week's national road cycling titles at Ballarat.
Bendigo's Peta Mullens capped another great Bay series by being Sprint Queen in the women's series.
Mullens and her Wiggle Honda team-mates were in top form.
Italian ace Georgia Bronzini had great support from the powerful Wiggle Honda line-up as she won three rounds and was runner-up in the other.
The two-time world road champion won the finale at Williamstown and finished 12 points clear of nearest rival, South Australia's Annette Edmonson in the battle for series glory.
