The 18-year-old raced off 7m in the final, defeating Noddy Angelakos (12m) in a photo-finish.
Angelakos started brilliantly and looked set to claim victory, but Forrest stormed home to hit the front in the final two strides.
Forrst won in a time of 12.35 seconds, with Dale Scarff (5.5m) making good ground late to run third.
Forrest, who was in his first Gift final, has only been racing on the VAL circuit for two years after recovering from a leg injury suffered in a motorcycle accident.
Meanwhile, Bendigo's Kyle Hilson finished second in the novice 200m final.
Kangaroo Flat's Kaitlyn Bryce was a finalist in the same event.
Wonga Park's Jessica Payne won the prestigious Women's Necklace Final (120m).
The 15-year-old won in a time of 14.33 seconds.
