Mullen raced at this year's world track titles in Minsk and was in fine form at the recently-run World Cup in Mexico.
Saturday's carnival at Bendigo's Tom Flood Sports Centre includes the Lindsay Harrington Memorial Wheelrace (2000m).
There will be six heats in the Harrington Family and City of Greater Bendigo-sponsored wheelrace.
Mullen will race off 90m in heat five where Bendigo teenager Braeden Dean is co-marker.
First five in each heat progress to the final.
The carnival includes the women's wheelrace (2000m), sponsored by Precision Formworking and Pro-Found Civil.
Bendigo cyclists chasing a home-track victory include Beth Duryea, Tess Spencer-Gill, and the Jelbart sisters, Marquessa and Imogen.
Junior racing at the Barnard Street starts at 2pm. The senior program begins at 6pm.
Entry is $5 adults, $3 concession, under-16.
