The not-for-profit event committee has secured more than 25 bands to perform on three stages at the Big Hill Vineyard.
The festival will debut next year on Labour Day weekend and will feature local and established acts.
You Am I guitarist Davey Lane will headline alongside Mildura’s Jackson Firebird, My Left Boot from Melbourne and Bendigo's Berlin Postmark.
Also appearing are King of the North, The Spazzys, John Lingard, Aimee Francis, Talisa Jobe, Low Point and Mez Whittle.
“The musical line-up is diverse with a wide range of both male and female rock acts, acoustic performances, solo performers, duos and groups," event creator Steve Saxton said.
"We also have a mystery performer to be announced, who is a national touring act.
Rock in the Vines is the brainchild of Saxton who said the goal of the festival was to attract a broad range of visitors, including families, students and tourists.
“Our goal is to provide a quality day where local artists are able to perform in a professional arena with highly experienced musicians alongside them," Saxton said.
“The experience they will receive in this environment is invaluable - taking them out of a hotel or club and putting them in front of a huge and diverse audience.
"We want to put on a quality festival from the music and location to the food, beverages and attractions to ensure it continues for years to come."
Rock in the Vines takes place at Big Hill Vineyard on Sunday, March 9.
