Five children aged 12 and under were approached by the man at a lake at Rotary Gateway Park around 8pm Saturday.
The man, aged in his 50s, is described as balding with white hair around the sides and a grey moustache and goatee.
He was last seen wearing a grey, black and red chequered shirt and tight blue jeans.
Police are particularly keen to speak to a woman in a red sports car at a nearby Apco Service Station.
Detective Senior Constable Marcus Uren said the man approached the children, exposed himself and committed an act upon himself.

EARLIER: A GROUP of young children are traumatised after a stranger committed an indecent act in front of them at a Kangaroo Flat park at the weekend.
Detective Senior Constable Marcus Uren of the Central Victorian Sexual Assault and Child Abuse Investigation Team said five children were swimming in the Rotary Gateway Park lake on Saturday when a man in his 50s approached them.
"He's approached these kids and he was inappropriate in his language and then he's exposed himself and committed an act upon himself.
"He called them sexy and was saying, 'come on darling', and telling them he was horny."
The eldest child was 12.
"Four of the kids are in the water and one female is out of the water," Detective Senior Constable Uren said.
"So he's turned his attention towards the young girl who was not swimming. She's started to move away from him and he's followed her.
"She started to run and he started to run."
The girl ran towards a nearby Apco Service Station and spoke to a woman in a red sports car.
"I want to know who this lady is because the lady said she wanted to help the girl get away from 'that bad man'," Detective Senior Constable Uren said.
"So she may have seen the man following her."
Police are calling for anyone who saw the man near the lake to phone them on 5448 1420.
Detective Senior Constable Uren said the man was carrying beer bottles which he threw into the lake during the incident.
