Magistrate Robert Kumar condemned the rate of random attacks and street fights as he fined a man for an assault in Bull Street, Bendigo.

Jack Evans, 19, of Eaglehawk, was fined $1500 without conviction for slapping and punching a man multiple times to the head.

The Bendigo Magistrates' Court heard Evans drank eight beers at home and seven more beers at another pub before he was refused entry to HuHa nightclub on March 2 this year.

The court heard Evans was on Bull Street outside the venue about 1.30am when he slapped a man in the face. 

The victim was bleeding from the mouth and left the scene before returning to confront Evans.

Evans then punched him in the head repeatedly for about 20 seconds.

The victim was left with cuts to his lip, bruises and a torn shirt, and said in a victim impact statement he "has lost faith in the town and going out".

Evans pleaded guilty to the assault.

Magistrate Kumar said people were fed up with attacks outside pubs and clubs.

"The whole community is sick of thuggish street fights," he said.

"People should be able to go out and get home safely without these sort of mindless, drunken acts of violence."

Evans was placed on an exclusion order barring him from going to licensed venues within a designated area around the Bendigo CBD on weekends.

Police statistics showed a 22.9 per cent rise in assaults in Bendigo over the 2012 - 2013 financial year.

Bendigo Inspector Brad Dixon said it was a concerning trend. 

“These assaults are mostly fuelled by alcohol and drugs, and we will continue to saturate high peak areas in the CBD and around nightclubs,” he said. 

“It is really a society issue and a community responsibility. Education is the key.”
