The City of Greater Bendigo has released plans to build a multi-storey car park underneath the lawn tennis courts and on Water Street opposite the Tom Flood Sports Centre.
While the Bendigo and District Cycling Club welcome the proposal, Bendigo Tennis Association general manager Leon Retallick remains unsure.
"We haven't heard anything about the plans because no-one has approached us," he said.
"All we know is that we have a lease for the next nine years and we'll keep sending a curator out there until we hear any different.
"This stems back to the initial Rosalind Park Master Plan and 10 years later nothing has been done, so we'll just have to wait and see.
"The reality is I'm not sure council has enough in their capital works budget to allow for it."
Bendigo and District Cycling Club president Gary Pontelandolfo said something had to be done to address car parking issues.
"We need parking in and around the area because it's always been a bit of a problem," he said.
The multi-storey car parks will replace some parking in Bridge Street and around Rosalind Park that could be used for development or parkland respectively.
No cost estimates or exact specifications have been proposed.
Council's planning and development director Prue Mansfield said the idea of a multi-storey car park had been thrown around for quite some time without any proper research .
"We understand this is a more costly measure, especially the underground concept," she said.
"But to have lots of car parking on the ground is not the prettiest thing so we will be investigating the cost and asking the community for feedback about our ideas."
Ms Mansfield said there were also plans to develop Bridge Street into a more commercial zone.
"We want to make this a more mixed-use area, with cafes and shops and a living and business environment," she said.
