Detective Senior Constable Dale Hallinan said the man was arrested at his home on Wednesday afternoon.
He alleged the man did not have an actual bomb.
He will face Bendigo Magistrates Court on January 16.
EARLIER: TWO women have told of their terror after a man threatened to blow up the pharmacy they worked in if they did not give him drugs.
According to pharmacist Lai Yap a man held up the Priceline Pharmacy in Kangaroo Flat on Wednesday with a note saying he had a bomb in his bag.
Police were searching for the man last night described as Caucasian in appearance with a thin build and red hair.
“It was terrifying,” Mrs Yap said.
“It wasn't aggressive at all, he was polite and quite soft spoken, but it is the sort of thing you don’t want to risk, you don’t know what he might do.
“He was a bit shy and he wouldn't look me in the eye and he was mumbling.
“He mentioned someone had got him in the situation and he had to take medication.
"Then he gave me two pieces of paper to read; the first said to give him medication and the second said a bomb would go off in 10 seconds.
“I went into panic mode.
“I thought he probably didn't have a bomb but I didn't want to risk it. I went to get Amanda the pharmacy manager, which itself took me about 10 seconds.
“She tried to keep him talking as long as possible so that we could get him on camera.
“We told him there was CCTV but I guess he must have been desperate.”
Meanwhile Pharmacy manager Amanda Stevens, who has worked at the Priceline in Kangaroo Flat for 17 years, said this was the first time something like this had ever happened
“It was all very strange,” she said.
"He was probably in the pharmacy for around 20 minutes. The shop was full of customers.
"He was walking around waiting for his turn to see the pharmacist.
“He was very calm, there wasn't any aggression, just threats.
“He had a bag he was holding onto tightly, I asked to look in it and he said if I open it you will all be blown up.
“He kept saying he wasn't a bad person and it wasn't his fault.
“I have never seen him before.
"He was given a box of the drug and took off quickly.
"Oxycontin, it is a very strong, addictive painkiller,"she added.
Police are investigating the robbery that took place on High Street just after 12.30pm.
They are appealing for any witnesses to call Crimestoppers on 1800 333 000.
