Council will consider if it should introduce paid parking in the block surrounding Bendigo Hospital to help ensure more short-term parking is available to patients and visitors.
The streets that would be impacted by the paid parking include Stewart, Bayne, Arnold and Lucan.
Director of planning and development Prue Mansfield said council would also consider introducing small pockets of time restricted parking in nearby residential streets.
"One of our other recommendations is that we actually have a designated parking officer who will work that precinct hard," she said.
"We're getting an increasing number of concerns from residents about people actually illegally parking - parking so sight lines at intersections are blocked, parking partially over people's drive ways, parking so people can't get around a corner.
"So that actually will be the focus of our enforcement, so that people are parking safely and appropriately and then keeping those parking bays turning over."
Ms Mansfield said residents who did not have off-street parking could apply for a parking permit.
