Ms Roxon delivered the John Button Memorial Lecture in Melbourne Wednesday night.
In a wide-ranging speech which took aim at Kevin Rudd and the Labor Party's treatment of Julia Gillard, Ms Roxon said the new local MP was a "bright spark".
"We ought to notice those community leaders and local campaigners like school principal Joanne Ryan, or Newcastle hometown girl Sharon Claydon and bright spark Lisa Chesters in Bendigo, whose connections with their communities and good local campaigning should not be undervalued," she said.
Ms Chester's narrowly avoided a large swing to the Coalition to win last month's election.
She had been criticised by the Coalition during the election for being "parachuted" into the electorate, claims she took aim at during her victory speech.
