CENTRAL Goldfields Shire Council staff have recommended a new Neighbourhood Safer Place (NSP) for Carisbrook as a place of last resort in a bushfire.
At the council’s last meeting, councillors heard that two fire management committees had reviewed the current NSP in Carisbrook – the Green Street Streetscape between Birch and Urquart streets – and decided the Market Reserve would be more suitable.
NSPs and the creation of Municipal Neighborhood Safer Places Plans were direct consequences of the Black Saturday fires and interim recommendations from the Bushfires Royal Commission.
NSPs are designated by Victorian councils.
They aim to provide some protection from bushfires as a last resort if people’s personal bushfire plans fail, but there is no guarantee of safety or survival, and no provision for people with special needs or pets.
Central Goldfields Shire Council has adopted a Municipal Neighborhood Safer Places Plan which identifies five designated NSPs in the Central Goldfields Shire:
Talbot – Pioneer Reserve (grounds only), corner of Fyffe and Scandinavian Crescent;
Maryborough – Princes Park Precinct (oval only)/Jubilee Oval Complex (As defined by Park Road, Burns Street, Holyrood Street and Earl Street);
Maryborough – Pascoe Reserve, Gillies Street (oval only); and
Dunolly – Gordon Garden Reserve (grounds only).
Council recommended that Carisbrook’s original NSP at Green Street Streetscape be rescinded, and replaced with Market Reserve as the designated NSP.
The City of Greater Bendigo has seven designated NSPs:
Queen Elizabeth Oval (corner View Street and Barnard Street);
Canterbury Park Football Oval, corner Simpsons Road and Fry Lane, Eaglehawk;
Lords Raceway, McIvor Highway, Junortoun;
Dower Park, corner Station Street and Olympic Parade;
Centro Lansell (Lansell Plaza) car park, Calder Highway Kangaroo Flat;
Bendigo Showgrounds, Bendigo-Eaglehawk Road, North Bendigo; and
Strathfieldsaye Primary School, 9 Uxbridge Street, Strathfieldsaye.
There are also NSPs at Heathcote (Holy Rosary Primary School), Maiden Gully (Primary School) and Redesdale (Recreation Reserve).
