The property, at the corner of Forest and Mackenzie streets, has buildings that are 140 years old.
The church wants to sell the property but keep some control over the future use of the site and ensure the heritage aspect of the property is maintained.
A report before the council seeks to amend the heritage overlays at the site to encourage development and turn the site into a commercial zone.
A report before the council recommends an independent panel be appointed to consider a submission opposing the changes.
One person, referred to as “G Lee”, calls for the church to be kept as a place of worship.
But a council officer notes the diocese no longer wants to use the site for church services, which can’t be changed through council planning.
Also on the agenda, councillors will vote on a long term development plan for Maiden Gully.
A report notes the population will more than double by 2030.
The plan describes where services are planned to support new development.
A report also recommends that the council supports the survival of the Bendigo Gold VFL club.
