Teen’s lack of respect for others needs attention

I love our Barnard Street pool and I try to swim every day.

But yesterday I saw a young male, whom I doubt was 18, flick a live cigarette out from the ramp area onto the pavement.

There are a lot of bare-footed people using this entrance to the pool, including babies and young children. 

Can this be allowed to continue to happen?

Whose responsibility is it to stop this?
