Missed opportunity for review of council

It is with great disappointment that only two of our councillors spoke in favour last week of the independent review requested by Ted Coleman and Michael McKenzie, despite:

* Ongoing annual rate increases well above CPI

* Council’s flawed investment in the East Bendigo Food Precinct development.

* Spending $7 million plus on the refurbishment of Hargreaves Mall, which was overspent, took far too long, and did not deliver any functional improvement.

* Its decision to spend hundreds of thousands of ratepayer dollars extending the O’Keefe Rail trail bike path from Axedale to Heathcote.

* The purchase of the old Bendigo Advertiser site.

* Its proposal to spend millions of dollars on the questionable airport business precinct, (which is now significantly under costed, and now inadequately funded).

That the remaining councillors believe the council is still doing a good job, and acting in the best interests of the majority of its long suffering ratepayers, and could see no benefit in the review, beggars belief. Maybe it’s time for the Minister for Local Government to intervene.

If I'm right it WAS the State Government Minister who initially suggested to Ted and Michael after they made their original submissions via Damian Drum MP that perhaps getting the COGB to initiate a Review would go a long way to getting the Local Govt Act upgraded. Yet this was "lost" on some Councillors who spoke against Cox/Ruffell - sadly despite Ted and Michael "briefing" them and Officers! Ignorance or lack of memory perhaps but another lost opportunity for long-suffering ratepayers.

Any review of council must include a close look at the questionable advice given to councillors by council officers.

If you can stand the turgid prose, read the council officers' report on the independent review requested by Ted Coleman and Michael McKenzie and compare it with their request.

There is more than one gobsmacking discrepancy.

Is it disinformation or error? Only an independent review will find the truth.

David, Bendigo council budgeted to spend $1 million dollars on extension of O'Keefe Rail Trail. Unless council agreed to spend such a large amount on the project (that very few COGB ratepayers & residents will use or benefit from) council would not receive similar state government funding. Council needs to more carefully consider such 'offers of funding' to determine whether such large council expenditure (plus millstone of ongoing maintenance) is justified.

Many Eppalock ward residents would rather have seen the million $'s spent on other projects in the ward.

Whilst some may view this as a missed opportunity, the fact that the matter was debated in a fair, open and honest public Council meeting means that democracy works whether you agree with the majority decision or not.

O'bserver, 8/02/2012 8:06:20 PM, you are quite correct.

However, democracy also works at the time of council 4 yearly elections.

The results of the 2012 October elections will be a far greater indication of 'majority decisions' than

the 7 to 2 vote by councillors.

I predict the need for an independent review of Bendigo council will be a major issue, with 'new faces', or even some old ones who run again and commit to supporting an independent review of Bendigo council, receiving strong support. Time will tell.
