A NEW guide to help families and friends of missing persons will be launched in Melbourne today. The guide is designed to help people cope with financial and legal hurdles that are created when a loved one goes missing. The Loddon Campaspe Community Legal Centre believes the guide will give practical support to recent legislative changes in Victoria that enable the proper administration of the affairs of missing persons. The legislation, passed by Victorian Parliament in late 2010, resolved the legal limbo that faced the families and friends of missing Victorians. The reform followed a submission made by the Loddon Campaspe Community Legal Centre to the Victorian Law Reform Commission’s review of Victoria’s guardianship laws. The submission was influenced by the experience of the family of missing Bendigo man Daniel Rosewall. Without this legislation, Daniel’s father David Rosewall had no legal means to apply to manage his missing son’s estate. Daniel Rosewall has been missing with no contact or evidence of his whereabouts since January 2010. David had been unable to protect his son’s estate until the changes came through. David will launch the guide today alongside VCAT Justice Iain Ross. The guide is an online resource available from a variety of organisations’ websites including the National Missing Persons Coordination Centre.
