A grant of $420,000 from the Victorian Bushfire Appeal Fund will complete the memorial in Marong Road.
City of Greater Bendigo mayor Alec Sandner said the funding was appreciated and the further works would enhance the site's accessibility for visitors.
“The memorial is a truly special local icon that was developed by the community for the community to mark what has been Bendigo’s greatest ever natural disaster," he said.
“The development of the memorial has been a very important part of the healing process for our fire affected residents.
"It highlights the wonderful community spirit that has shone through following one of the city’s darkest hours and provides an opportunity to reflect, pay respect and celebrate the historic events of Black Saturday.
“The stage two are an important priority for the fire affected residents and will complete the Bushfire Memorial project.”

The memorial's stage one works were jointly funded by the Victorian Bushfire appeal, the Community Recovery Fund and Bendigo council.
