Many issues to consider about pool: Bendigo council

THE City of Greater Bendigo is facing an almost $50 million pools bill in the next 10 years.

An aquatic strategy and proposed indoor Kangaroo Flat aquatic centre will go before the council tomorrow night.

A report to the meeting outlines the costs of building a new pool at Kangaroo Flat while maintaining the council’s existing assets.

The forecasts have prompted the council to call on the community to debate the value of pools.

“Part of the challenge is the council has four 50-metre pools,” council chief Craig Niemann said.

“Do we need another 50-metre pool? Do we need a high-quality 50-metre pool at the expense of one of the others?

“It is complex and difficult and a lot about affordability but it is also about a long-term vision.

“I am sure there will be people who think a 50-metre pool is great and others will say $30 million in one community, where is ours, and why is it at Kangaroo Flat and not in the centre of town?”

The report states that the indoor Eaglehawk pool would alone cost the council about $10 million to maintain during the next 10 years.

It also outlines $1.85 million to maintain pools at Elmore, Goornong, Heathcote, Marong and Raywood, which Mr Niemann was adamant the council would continue to support.

Councillors will decide at their meeting whether to pursue a 25-metre or 50-metre indoor pool for Kangaroo Flat.

The 25-metre would cost about $25.8 million and the 50-metre pool would cost almost $28.97 million.

Mr Niemann said the council had not yet budgeted for the pool and it could be years off, depending on external funding.

“It is a huge amount of money. It is a facility that would be able to be used by everyone in the community,” he said. “There is something in it for everyone.

“But the challenge is how big do you make it and how much do you commit to it and what do you have to delay if you want to build that facility?”

Kangaroo Flat Community Enterprise chairman Alan Besley and pool advocates met yesterday to discuss the proposed aquatic centre.

Advocates have already lodged a petition with almost 3000 signatures calling for a 50-metre pool.

“It has got to be a 50-metre pool because we consider Kangaroo Flat an education hub and a 25-metre pool would not suffice,” Mr Besley said.

“I have done the figures and nearly all the schools in this region are up on other years.

“There are also projected increases in the number of students at Maiden Gully.”

The council has four major projects on its books already, with an airport expansion also in the pipeline.

The $15-million multi-storey car park in Edwards Street is under construction.

The council will also engage in an $8 million Bendigo library redevelopment, $25 million Sandhurst Theatre development and $7.55 million expansion of Bendigo Art Gallery.

The report to council recommends the council decide which pool to pursue.

It also recommends the council lobbies state and federal governments for funds to help pay for the pool.

“THE City of Greater Bendigo is facing an almost $50 million pools bill in the next 10 years.” Now that’s an intriguing statement. At the public budget meeting held in 2010 by the council, the total cost of bringing all out door swimming pools up to standard was only $1.25 million. How come its now $5 million a year. I think someone wants a new pool in Kangaroo Flat. So they are embellishing the figures.

Despite the controversy and emotions that will run high on the 'pool(s) issues', I congratulate Bendigo council CEO Mr Craig Niemann for stating, ... Elmore, Goornong, Heathcote, Marong and Raywood ... pools will continue to be supported (maintained) by council. It is encouraging to learn that these areas in outlying shires that were amalgamated to form the 'super council' of City of Greater Bendigo are not being forgotten in this regard. Council recently promptly effected repairs to the Heathcote pool to ensure a necessary closure was kept to the minimum. Well done COGB.

How come 20 years ago 5 old councils could build and maintain four 50 metre pools and smaller pools?

CEO Niemann now hesitates at 25m and $3.17 million for the 25,000 population growth.

Did Niemann cringe about $20M Walk Bendigo, $28M Sandhurst Theatre, $15M car park, $12M Art Gallery, $7M Mall, and say, “It is a huge amount of money. But the challenge is how big do you make it and how much do you commit to it and what do you have to delay if you want to build that facility?”

Double standard CEO?

Maybe users of Walks, car parks, Malls, theatres and galleries don't swim.

So no mention of long gully pool. This means it is doomed in favor of a pool for Kangaroo flat. Maybe if the council didn't waste all that money on the horrible looking mall we could have had the long Gully Pool refitted and operational for another 10 years. Obviously the council doesn't care about Long and Cal Gully rate payers anymore.

5 Million per year over 10 years, small price to pay for something important to the families of Bendigo! This council will throw much more at consultants over this time frame so stop dramatising and get on with the management of these essential assets.

Last time I looked there was one in the center of town, but there isn't one in Kangaroo Flat.

Craig Niemann should get out more.

When the cost for a 50 metre pool is $28.97 million and the cost of a 25 metre pool is $25.8 million at that amount of money the difference is only $3.17 million.A 50 metre pool makes better sense on economics alone' Also the benefits to the school communities with swimming carnivals and sport and p/e are more than enough reasons that the 50 metre pool is a better option.

And it can be used all year round by schools, families and the older residents, people for rehab and so many others in a growing part of Bendigo. A 50m pool makes sense.

the kangaroo pool should be a 50m but should have a moveable bulkhead that can also make it into 2 x 25m pools like at melbournes Msac or the new state aquatic centre in adelaide, they also need to think if they make it this way they will attract the big names in swimming for their competitions
