Hargreaves Street road surface cracking up

A BENDIGO woman fears the intersection of Hargreaves and Bull streets is an accident waiting to happen.

Valerie Golden has complained to the City of Greater Bendigo about the safety of the road base, which she says is lifting and cracked.

“The situation is dangerous,” she said.

“Pavers have broken into pieces and those pieces are a projectile just waiting to fly up and kill or seriously maim a pedestrian.

“Untold damage will also be done to the underside of vehicles driving over the area and passing vehicles hit by pieces of concrete.”

City of Greater Bendigo director of presentation and assets Darren Fuzzard said the paved section had its faults, but he defended the intersection and maintained that pedestrian safety was a priority.

“I’m not aware of there being any incidents,” he said.

“I understand Mrs Golden’s concern but don’t believe it to be a problem.

“We do undertake weekly inspections to make sure if there are any parts of the road that are becoming a problem, that we deal with a few of those now.

“Pedestrians are the important people in this mix – this was very much the intent of ‘Walk Bendigo’ and the intersection.

“The idea was to develop better and safer interaction, and, in this, the project has been a success.”

Mrs Golden also raised concerns about confusion surrounding who had right of way and the “thumping” noises created by pavers moving under traffic that were

a potential nuisance to nearby businesses.

Mrs Golden said a council officer had noted her concerns and she was also given the opportunity to suggest an appropriate course of action.

One suggestion was to place a speed restriction at both ends of the road and signs indicating the intersection was a shared area.

However, she said she was surprised this could not be done.

“I was informed the signage was not possible as VicRoads was responsible for the placement of roadside signs but refused to provide it as they did not approve of the council’s plans for that section of the road,” she said.

“But the City of Greater Bendigo went ahead with it anyway and had it constructed.

“So guess who pays again? How much longer must this go on?”

Mr Fuzzard denied any wrongdoing, saying the area was a council road that fell under the jurisdiction of the City of Greater Bendigo.

“It would only be a matter for VicRoads to consider if we were to introduce signs,” he said.

VicRoads regional director Mal Kersting supported this statement.

“Hargeaves Street is a local road managed by the City of Greater Bendigo,” he said.

“The council is responsible for the construction and maintenance of the road, including selection of pavement materials.

“Normal road rules apply for use of the intersection by both pedestrians and motorists.”

The council is expected to meet in the coming months to seek direction on how best to proceed.

But the council told us this had all been fixed up. It was not done properly from the start, thats why all the problems now.

Boy our last lot of councillors did leave a lastings legacy like they wanted to, at great cost yet again to the ratepayer.

I wonder if these pavers are normally used to drive over - especially at a busy intersection???? It seems to be gradually getting worse.

Resident, yes, problem initially 'fixed' at the expense of the contractor.

Soon after more cracked & became loose 'clickety clack' as vehicles drive over them.

They existed in that condition for many months becoming worse.

I wonder if contractor only has certain period of time to be responsible for repairs?

I fear this will become an ongoing liability for council .. oops!! ratepayers. Easy to be wise afterwards, but surely the 'experts' were wrong to have pavers laid when both pedestrians & vehicles would be traversing on them.

By law a person is allowed to do 50kph along that section of road, so how is this safer? Granted not many do that speed, but in the event of an horrific accident I would imagine the council will carry a partial liability for designing an obstacle ridden and unlined/unsafe road section. As for claims the Walk Bendigo strategy in that area is a boon for pedestrian safety, well it is no different than before - people are still using the footpaths there like always because they know it's bonkers to be sharing the road with cars.

I think we all must go back to these issues and cost blow-outs belonging to the Late CEO John McLean's time in the chair - favouring Walk Bendigo, tram around Lake, Hargreaves Mall - despite an American study from a Council who scrapped their Mall in the early 2000's - He just binned the info without passing it on. Ratepayers suffer with a $5.8m +++ vacant tarmac and failing businesses in that time. Unless there's a solid foundation nothing stands the test of time - especially these cheap pavers!

What a load of nonsense. Sure they need fixing if cracked bit theres no safety concerns. Shared space has a limit of 20km.

If only people like this turned their attention to more meaningful and positive actions instead of nit picking all the time.

i can tell you right now they are not ment to be driven on at all they dont support that much weight my tire went flat because of driving over them i would like to ask who is going to pay for that ??

The Addy publishes a cross section of views. Views that people are entitled to air. I've noticed you are consistently in the minority for the views and opinions you hold.

In the many years I have been both driving and walking in the Bull and Hargreaves Street area since the problem tiles were laid there, I have never seen any sign(s) specifying a 20 kph speed limit.

Have to agree with Stewart- this is a non issue and hardly worthy of prime real estate in a weekend paper. There are so many exciting things happening in Bendigo which should be focused on. Do the naysayers and whiners write there own media releases!?

Observer - You cited one case where a mall was removed. And that was in the US. There are literally thousands of examples from right across the world which support malls, walking streets and trams as transport systems.

The area is great to walk through - I see heaps of people wandering through and a good mix with cars. Also - im loving the entension of puggs outdoor dining! hopefully it can happen one day on the other side too and in more streets!
